  • On March 28, 2023, the Federal Budget proposed amendments to the Excise Tax Act (ETA) where certain services rendered by Payment Card Network Operators (PCNOs) will be subject to HST, which is non-recoverable by Moneris. This will impact the fees Moneris is charged and, by extension, passes through to all merchants. The excise tax update does not affect Interchange.

On June 22, 2023 these changes to the ETA were enacted and Moneris will see PCNO fees increase by 13 %. For this reason, and in accordance with merchant agreements, Moneris will pass through a corresponding increase of the affected fees as outlined in the table below following your 90-day notice period.

    Updates to the Commercial Programs

    The existing Commercial Programs will:

    • Split into two business segments (Small Medium Enterprise & Large Market) to distinguish between Corporate and SME where the interchange rates remain unchanged at 2.00%.
    • Introduce a new World Elite for Business segment with an interchange rate of 2.25%. World Elite Mastercard for Business is a card product that targets business users.

*Mastercard Muse is a new premium card product that targets high-net-worth individuals and very high spending consumers. It will launch in Canada in August 2020.

  • Effective Date: April 18, 2020 (Visa transactions submitted for clearing and settlement on April 17, 2020 will also be subject to the new interchange rates). *Please note*: the implementation date has been delayed to July 18, 2020. For details, refer to the “Interchange 2020: Visa and Mastercard Updates Delayed” section above.

Description: Visa will make updates to some of their existing domestic interchange programs and reducing select domestic consumer credit interchange rates.

Impact: This update will impact merchants who process domestic Visa transactions.
